I seen on the news sometime ago there was a sting operation in effect to get people that did not stop for crossers of a cross walk. It went like this... They had a cop in a bright yellow chicken costume so you couldn't miss him... Then he attempted to cross the street AT A CROSSWALK... Well anyone that did not stop at the crosswalk for him to cross got pulled over by a cop on a bike and cited.

Somewhat low and devious, but I bet those drivers will remember pedestrians.

The ticket/$5 fine? It's not about "payment". Probably the smallest the cops could levy. Actually, in this litigious society, I think the jaywalking ticket would serve best to absolve the driver of fault in a case like this—someone wandering out into the middle of the street w/o paying any attention to either traffic or a crosswalk. Such empty-headed loons are a wee tad difficult to avoid.

It's that dirty "R" word: responsibility.
